Patricia I. Elliott has joined the Washington, D.C. office of Troutman Sanders LLP as of counsel in its health care practice group. Her practice focuses on health care and public health law, and disaster preparedness and response issues affecting critical infrastructure industries and government.
Elliott previously worked for the Association of State and Territorial Health Officials (ASTHO) in Arlington. Prior to that position, Elliott was a senior project manager with the International City/County Management Association in Washington, D.C. She received her undergraduate degree in 1987 from the College of William and Mary, her law degree in 1992 from the Catholic University of America, and a M.P.H. and Certificate in Risk Sciences and Public Policy in 2001 from Johns Hopkins University.

Christopher G. Hill, John C. Smith and Christine A. Williams of DurretteBradshaw PLC have been promoted to principal.
Hill represents contractors, subcontractors and material suppliers in all aspects of construction, including litigation. He earned his undergraduate degree in 1994 from Duke University and his law degree in 1997 from Washington University.
Smith’s practice focuses on bankruptcy, creditor rights, federal receiverships and business and tax law. He earned his undergraduate degree from the State University of New York at Fredonia and his law degree from Boston College. He is a licensed CPA in Virginia and New Hampshire.
Williams practices primarily in the areas of commercial and complex litigation and appellate work. She is one of the firm’s representatives to the XDL Group, Multidimensional IP Advocates, where she specializes in intellectual property litigation. She received her law degree from the University of North Carolina at Chapel Hill and her undergraduate degree from Virginia Wesleyan College.

David E. Baker and James R. Miner of Hunton & Williams have been promoted to counsel. Both attorneys practice in the firm’s litigation and intellectual property groups.
Baker practices in the Richmond office. He focuses on intellectual property and patent law, including prosecution, litigation support, licensing and counseling. He is currently serving a three-year term on the intellectual property section council of the Virginia Bar Association.
Miner practices in the McLean office and focuses on intellectual property, including preparation and prosecution of patent applications, patentability and right-to-use opinions, and related counseling.

Robert B. “Chip” Delano Jr., a shareholder and member of the risk management team of Sands Anderson Marks & Miller, was recently elected to the board of governors for the Association of Life Insurance Counsel as its delegate to the American Bar Association. Delano has previously served as president and board member of the Virginia Association of Defense Attorneys, on the board of directors of the VADA’s national counterpart, the Defense Research Institute, and on committees of the ABA, the Virginia Bar Association and the Virginia State Bar. He earned his undergraduate and law degrees from the College of William and Mary.

D. Shane Smith has joined LeClairRyan as a partner in the firm’s corporate group. Smith focuses his practice on mergers and acquisitions, tax planning, business transitions and estate planning. He also assists clients with tax strategies. He currently serves on the board of directors for the Metro Richmond YMCA and Huguenot Little League.
Smith earned his law degree at Mercer University and his LL.M at the University of Florida. He also holds an M.B.A. from the University of Rich-mond and an undergraduate degree from the College of William and Mary.

Vicki O. Tucker, a lawyer in the Richmond office of Hunton & Williams LLP, was named chair of the American Bar Association’s section of business law, securitization and structured finance committee. In addition to her new role, Tucker also serves as business law section liaison to the ABA commission on women in the profession and is a former chair of the section’s women’s business law network subcommittee of the committee on diversity.
Tucker focuses her practice on securitization and structured finance and represents a broad array of market participants. Her term as chair will expire in August 2011.

Thomas A. Wilson has opened a law office in Fairfax. He earned his law degree from the Northwestern University law school in 1995 and his undergraduate degree from Cornell University in 1988. Wilson previously practiced as a real estate attorney at several large firms, including Hogan & Hartson LLP. The new firm will focus on commercial real estate transactions.
